Creates a new "Veterans of Overseas Conflicts Auxiliary" special license plate program, contingent on receiving $32,000 in implementation fees by December 31, 2021.

Special plates feature a standard design with a three-inch square area for a logo or message and a separate message area on the plate bottom.

Sets a $25 fee for original and renewal special plates, with $8 designated as an administration fee and $17 as an annual donation.

Establishes the Veterans of Overseas Conflicts Auxiliary Special Plate Fund to receive donations; the first $32,000 collected reimburses the initial implementation funder, with remaining monies distributed to a qualified 501(c)(19) veterans organization meeting specific criteria including establishment by 1931 and at least 52 auxiliaries in Arizona.

Allows combination of the new special plates with personalized license plates, subject to additional personalized plate fees.
