AZ SB1313

Allows counties to conduct countywide mail ballot elections for all elections administered by the county, including federal, state, and local elections.

Requires county board of supervisors approval and a minimum of 60 percent of the county's registered voters on the permanent early voting list before conducting a countywide mail ballot election.

Mail ballot elections must be conducted according to existing provisions in Arizona Revised Statutes Article 8.1.

Requires counties, cities, towns, and school districts conducting mail ballot elections to submit annual reports to the president of the senate and speaker of the house of representatives by January 1 following each election.

Reports must include voter turnout changes, cost comparisons, program improvement suggestions, mail ballot irregularities, voter satisfaction, and the number of nondeliverable ballots.
