Expands groundwater measuring device requirements to nonexempt wells outside active management areas and irrigation non-expansion areas, with exemptions for small irrigation uses of 10 or fewer contiguous acres not part of integrated farming operations.

Adds new reporting requirements for persons withdrawing groundwater from nonexempt wells outside active management areas, requiring annual reports including well location, quantity withdrawn, fuel/electricity consumed, and water use information.

Allows persons withdrawing 10 or fewer acre-feet per year for non-irrigation use from nonexempt wells to be exempt from measuring device requirements, and exempts small irrigation operations from annual reporting if groundwater is used only on 10 or fewer contiguous acres not part of larger farming operations.

Makes technical corrections to existing groundwater code sections, including updating penalty amounts to $25 per month (maximum $150) for late annual reports and clarifying reporting requirements in the Santa Cruz and Pinal active management areas.
