Adds requirement that governing boards cannot approve any textbook or instructional material that contains matter reflecting adversely on persons based on race, ethnicity, sex, religion, disability, nationality, sexual orientation, or gender identity.

Applies the new content restriction to both common schools (section 15-721) and high schools (section 15-722).

Makes clarifying language changes throughout both statutes, including replacing "prior to" with "before," "selection" with "approval," and "funds" with "monies."

Requires textbook review committees and approval processes to remain open to the public and maintain 60-day review periods before formal approval.
