Amends Arizona Revised Statutes Section 28-1176 to modify the off-highway vehicle recreation fund allocation and reporting requirements.

Changes language in subsection E, paragraph 1 from "No more than twelve percent" to "Not more than twelve percent" for staff support funding.

Requires annual reports from agencies receiving fund monies to be made available to the public on the department's website, beginning September 1, 2011, and continuing each September thereafter.

Maintains existing fund distribution: 35% to Arizona Game and Fish Department, 5% to State Land Department, and 60% to Arizona State Parks Board for designated purposes including trail construction, maintenance, enforcement, and environmental education.

Preserves restrictions on constructing new trails on environmentally or culturally sensitive land unless the appropriate land management agency determines construction would benefit or protect cultural or sensitive sites.
