• Amends Arizona Revised Statutes section 9-471 regarding municipal annexation procedures for cities and towns extending their corporate limits.

• Adds subsection L stating that subsection I (prohibition on annexing territory that would completely surround unincorporated territory) does not apply to annexations approved by the state land selection board prior to August 25, 2020.

• Relabels subsequent subsections from L through R to M through S to accommodate the new subsection L.

• Designates the act as an emergency measure operative immediately upon passage.
