Transfers archaeological and historic preservation authority from the director of the Arizona state museum to the state historic preservation officer across multiple statutes.

Requires the state historic preservation officer to issue permits for archaeological exploration and investigation activities, replacing the museum director's permitting role.

Assigns the state historic preservation officer responsibility for reporting discoveries of human remains, funerary objects, and sacred objects, and for convening meetings to determine appropriate disposition of discovered materials.

Transfers administration of the acquisition and preservation fund (funded by fines and donations) to the state historic preservation officer for costs related to removal, reburial, and preservation of human remains and funerary objects.

Requires the Arizona board of regents to consult with the state historic preservation officer regarding state museum operations and management.
