Changes terminology from "dealer" to "retailer" throughout Arizona's kratom product regulations in sections 36-795 through 36-795.03

Requires retailers to disclose factual basis for kratom product representations on product labels and prohibits sale of kratom products that don't conform to disclosure requirements

Prohibits retailers from selling kratom products that are adulterated with dangerous non-kratom substances, contaminated with poisonous substances or controlled substances, contain synthetic alkaloids, or exceed 2% 7-hydroxymitragynine in alkaloid composition

Requires kratom product labels to include the amount of mitragynine and 7-hydroxymitragynine contained in the product and prohibits sale to individuals under 18 years of age

Establishes violations as class 2 misdemeanors and allows private causes of action for damages, but prevents state agency enforcement action unless the DEA classifies kratom as a Schedule I substance
