Amends Arizona Revised Statutes section 15-1466.01 to change how dual enrollment students (high school students taking college courses) are funded, allowing community colleges to receive full state aid rather than 50% reduced funding for these students.

Changes statutory language from "shall be reduced by fifty percent" to "may not be" reduced for dual enrollment courses taught by high school instructors on high school campuses during normal operating hours.

Appropriates $1,062,300 total in fiscal year 2021-2022 state general fund monies to 11 Arizona community college districts to fully fund dual enrollment students, with Maricopa County Community College District receiving the largest allocation of $852,800.

Updates audit requirements for the Auditor General to separately audit full-time equivalent student enrollment calculations related to dual enrollment and expenditure limitation purposes.

Maintains existing provisions for calculating full-time equivalent student enrollment for basic actual courses, short-term classes, career and technical education, and skill center programs.
