Establishes operational restrictions for neighborhood electric shuttles, limiting speed to 25 miles per hour and prohibiting operation on highways with posted speed limits exceeding 35 miles per hour (except at intersections).

Requires neighborhood electric shuttle owners to certify during initial registration that operational restriction notices are permanently attached to or painted on the vehicle in clear view of the driver.

Clarifies that neighborhood electric shuttles modified after-market to transport up to 15 passengers remain within the definition.

Applies alternative fuel vehicle tax classification to neighborhood electric shuttles, subjecting them to vehicle license tax provisions for electric-powered vehicles.
