• Amends section 38-651.05 to change "which" to "that" in flexible or cafeteria employee benefit plan language and removes the prohibition on providing cash as an employee benefit (subsection E repealed).

• Repeals section 38-651.06 in its entirety.

• Modifies section 38-652 regarding experience rating dividends and unused claim reserves by updating language regarding trust account deposits and removing the requirement for annual reporting to officers and employees.

• Amends section 38-654 to add reporting requirements on health plan performance standards and adds language requiring the department to make annual financial reports available to participating officers and employees.

• Amends section 38-658 to remove the requirement for October 1 annual reporting to the joint legislative budget committee on health plan performance standards.
