Amends Section 41-1608, Arizona Revised Statutes, regarding inmate medical services reimbursement rates in secure care facilities.

Department shall reimburse inpatient and outpatient hospital services at levels not exceeding the reimbursement methodology established under Section 36-2903.01, subsection G.

Department shall reimburse other health and medical services at levels not exceeding the capped fee-for-service schedule adopted by the Arizona Health Care Cost Containment System Administration.

Allows department to establish alternative reimbursement rates for inpatient and outpatient hospital services in fully locked unit settings at up to 120 percent of the current Medicare rate.

Defines "fully locked unit setting" as a secured ward or wing preventing patients from leaving at will, excluding wards locked only to prevent unauthorized entry.
