Appropriates $30,000,000 from the state general fund in fiscal year 2021-2022 to the Department of Economic Security for reimbursement rate increases for services to individuals with intellectual and developmental disabilities.

Requires the department to use the fiscal year 2019-2020 rate rebase study and early intervention services rate rebase study to provide rate increases for all services including early intervention services in fiscal years 2021-2022, 2022-2023, and 2023-2024.

Mandates all reimbursement rates for intellectual and developmental disabilities services reach at least 100 percent of benchmark rates by the end of fiscal year 2023-2024, with adjustments for minimum wage increases and potential increases above benchmark for workforce issues.

Requires the department to engage community stakeholders regarding rate increase plans before implementation.

Mandates annual reports to the joint legislative budget committee by September 1 describing stakeholder engagement efforts and rate increase implementation plans.
