• Pharmacy benefit managers are prohibited from charging or holding pharmacists or pharmacies responsible for fees related to any step of the claims adjudication process, including processing claims, developing networks, and participating in claims networks

• Pharmacies may file complaints with the director, who has authority to investigate and audit pharmacy benefit manager records for violations

• The director may seek injunctions, apply for temporary and permanent restraining orders, or issue cease and desist orders against violating pharmacy benefit managers

• Pharmacy benefit managers violating this law are subject to penalties under Arizona Revised Statutes section 20-456

• Persons damaged by violations may bring civil actions for damages against the violating pharmacy benefit manager in court

• The law applies to contracts entered into, amended, extended, or renewed after the effective date
