Amends Arizona Revised Statutes section 16-134 regarding voter registration procedures and county recorder authority.

Prohibits county recorders from conducting voter registration drives or similar events at any location other than government-owned facilities or properties.

Requires public assistance agencies and disability agencies to return or mail completed voter registrations to the county recorder within five days of receipt.

Maintains existing requirements for county recorders to notify applicants within ten business days if registration forms are incomplete or illegible, with registration becoming valid once missing information is supplied before 7:00 p.m. on election day.
