Allows veterans with a complimentary license under section 17-333(C)(2) to transfer their hunting or fishing permit or tag to another person to assist in taking wildlife or serve as a proxy.

Provides a reduced-fee hunting or fishing license ($2.50) or combination hunting and fishing license ($5) to any veteran of the U.S. armed forces who has been an Arizona resident for one year or more.

Allows nonresident veterans or active-duty service members to purchase nonresident licenses at the same price as resident licenses.

Modifies youth license eligibility to include both Eagle Scouts and Girl Scouts USA Gold Award recipients, replacing previous "or" language with clearer "either/or" structure.

Corrects grammatical language in section 17-333(C) by changing "fees of licenses" to "fees for licenses."
