Repeals a provision allowing Class V wells to satisfy federal requirements through an aquifer protection permit, shifting regulatory authority to the underground injection control permit program established under Article 3.3.

Clarifies that permits under Article 3.1 (underground injection control) that are appealed have their contested provisions automatically stayed pending board review, with severable uncontested provisions becoming effective after 30 days.
