Amends Arizona Revised Statutes section 49-1009 to establish performance standards for underground storage tanks by reference to federal regulations as they existed on January 1, 2020.

Requires new underground storage tanks and piping to meet secondary containment and release detection standards specified in 40 Code of Federal Regulations section 280.20 and 280.43(g).

Increases the piping replacement threshold from 25 percent to 50 percent of total linear footage, triggering requirements to bring all connected pressurized piping into compliance with federal standards.

Requires owners or operators installing or replacing motor fuel dispenser systems to install under-dispenser containment meeting federal performance standards under 40 CFR 280.20(f).

Authorizes the director to adopt rules for underground storage tank design, construction, and performance standards that are consistent with and no more stringent than applicable federal regulations.
