SB 1370 Summary

• Moves the oil and gas conservation commission from independent status to the Department of Environmental Quality while maintaining the commission's structure and authority.

• Repeals sections 41-3022.09 and 41-3022.24 of Arizona Revised Statutes and repeals section 49-238 relating to program terminations.

• Establishes a monitoring assistance program for public water systems to help comply with federal safe drinking water act requirements, including collection and analysis of baseline samples for volatile organic chemicals, synthetic organic chemicals, inorganic chemicals, and radiochemicals.

• Creates two funds: the monitoring assistance fund (supported by fees from participating water systems) and the safe drinking water program fund (supported by deposits under section 42-5304) to pay program costs and contractor expenses.

• Modifies the permit administration fund to include fees collected under section 27-515 for oil and gas conservation commission staff support and publications.
