Expands the types of crimes requiring county-funded forensic evidence collection expenses to include abuse or neglect (as defined in section 8-201) and domestic violence offenses (as defined in section 13-3601), in addition to existing coverage for dangerous crimes against children and sexual assault.

Establishes a forensic evidence collection fund administered by the Office of the Governor, consisting of appropriated monies and private grants, gifts, contributions, and devises.

Allows the Office of the Governor to use up to 5 percent of annual fund monies for administrative costs and distribute the remainder to counties requesting reimbursement for medical or forensic interview expenses.

Requires the legislature to annually appropriate sufficient monies to the fund to reimburse participating counties for paid medical or forensic expenses, with reimbursement amounts distributed as an equal base amount to each county plus additional amounts based on each county's percentage of total investigations conducted statewide.
