Upgrades the crime of performing an abortion based on the disability, sex, or race of the child (or disability or race of a parent) from a class 3 felony to a class 2 felony.

Expands the prohibition to include disability-selection abortions in addition to existing sex-selection and race-selection abortion bans.

Increases the civil penalty for medical and mental health professionals who knowingly fail to report violations from $10,000 to $20,000.

Allows the father (if married to the mother) or maternal grandparents (if mother is under 18) to bring civil lawsuits seeking monetary damages for psychological, physical, and financial injuries resulting from violations.

Exempts the woman receiving the abortion from criminal prosecution or civil liability for violations of this statute.
