• Amends section 14-1105 to allow courts to order persons engaged in unreasonable conduct to pay professional fees and expenses incurred by wards, protected persons, decedent's estates, or trusts, and adds "guardian ad litem" to the definition of professionals eligible for fee recovery.

• Creates new section 14-1408 authorizing courts to appoint guardians ad litem to represent the interests of minors, incapacitated persons, unborn persons, or persons whose identity or location is unknown in proceedings under title 14 when representation would otherwise be inadequate.

• Amends sections 14-5314 and 14-5414 to include "guardian ad litem" in the list of appointees entitled to reasonable compensation in guardianship and conservatorship proceedings.

• Amends section 14-5419 to reference guardians ad litem appointed under section 14-1408 as recipients of notice in conservator account proceedings when the court determines their representation is necessary.

• Amends sections 14-10302 and 14-12102 to clarify the distinction between guardians ad litem appointed under section 14-1408 and representatives appointed for trust and estate matters, and excludes guardians ad litem from the definition of "guardian."
