SB 1393 Summary

• Establishes a continuing high school program administered by the state board of education to serve adult learners seeking high school diplomas and industry-recognized credentials.

• Requires eligible service providers to be 501(c)(3) nonprofit organizations with at least 10 years of experience providing workforce training and career services to disadvantaged or at-risk populations in Arizona.

• Program schools must partner with a school district, nonprofit charter school, or career technical education district and comply with all applicable public school requirements including assessments and special education services.

• Enrollment is limited to 350 average daily membership in fiscal year 2022-2023, 700 in 2023-2024, and 1,400 in 2024-2025 and thereafter, excluding students age 21 and younger.

• Program receives base support level funding but is ineligible for transportation and online instruction funding; state board must adopt performance expectations by July 1, 2023 and submit annual effectiveness reports; program terminates July 1, 2031.
