Establishes the Arizona Conference on Children and Youth Committee with 26 members including legislators, executive branch representatives, and appointees from nonprofit organizations and communities with lived experience in child welfare issues.

Committee must hold a statewide conference by December 15, 2021, with broad participation from residents reflecting urban, rural, and diverse populations including those who have experienced poverty, abuse, foster care, racism, or immigrant status.

Conference shall examine and develop policy recommendations on early childhood development, child health care, child welfare systems, kinship and foster care, child poverty, food insecurity, racial inequities, and Native American children's services.

Committee must submit a final report with findings, policy proposals, and legislative recommendations to the governor, superintendent of public instruction, legislature, and secretary of state by December 31, 2021.

Committee expires June 30, 2022; members serve without compensation and legislative staff support is provided by the house, senate, and legislative council.
