AZ SB1399

Establishes the Course Options and Funding Portability Program, administered by the State Board of Education, beginning in the 2022-2023 school year.

Allows students in grades 10-12 to enroll in one or more courses from school districts or charter schools other than their primary enrollment institution with parental request and school approval.

Generates average daily membership funding based on the lesser of 1.0 divided by the student's total required courses or one-sixth average daily membership for each completed course, which transfers to the enrolling school while being subtracted from the primary school.

Limits total average daily membership for students simultaneously enrolled in multiple schools to 1.0, with apportionment based on percentage of time at each school, or alternatively allows enrollment in only two concurrent courses at one-tenth average daily membership each.

Program terminates on July 1, 2031.
