Extends the termination date of Arizona's alternative teacher development program from July 1, 2020 to July 1, 2030 pursuant to section 41-3102.

Requires the state board of education to establish a matching grant program for nonprofit 501(c)(3) organizations that have provided alternative teacher recruitment and placement in Arizona for at least 10 years.

Mandates participating service providers serve only public schools with majority low-income student populations and require program participants to commit to teaching in low-income schools for at least 2 years.

Requires annual reporting to the department of education on teacher placements, student demographics, academic progress data, teacher performance classifications, and matching funds raised.

Applies retroactively to June 30, 2020.
