AZ SB1404

Establishes a state seal of biliteracy program administered by the superintendent of public instruction to recognize high school graduates who achieve proficiency in one or more languages in addition to English.

Requires participating school districts and charter schools to affix the seal to diplomas and note it on transcripts of qualifying students.

Sets eligibility requirements including successful completion of English language arts with a 2.0+ GPA, passing an English language arts examination, demonstrating proficiency in a non-English language through approved assessments, and achieving proficient English language proficiency standards if applicable.

Authorizes the state board of education and department of education to adopt research-based assessments and rules to evaluate language proficiency and implement the program.

Terminates the program on July 1, 2026, and applies retroactively to June 30, 2020.
