Repeals sections 28-8321 through 28-8347 of Arizona Revised Statutes, eliminating aircraft registration fees, license taxes, and related taxation provisions.

Removes aircraft registration fees, license taxes, and penalties from deposits into the state aviation fund.

Appropriates $3,000,000 from the state general fund in fiscal year 2021-2022 and each subsequent fiscal year to the state aviation fund for airport planning, design, development, and improvement.

Amends aircraft dealer licensing requirements to remove references to license tax obligations under the repealed sections.

Changes the heading of Article 4 in Title 28, Chapter 25 from "Aircraft Registration and Taxation" to "Aviation Fuel Tax."
