Amends Arizona Revised Statutes Section 9-462.01 to require municipalities to consider individual property rights and personal liberties of residents before adopting zoning ordinances, in accordance with Article II, Sections 1 and 2 of the Arizona Constitution.

Requires the legislative body of a municipality to consider the probable impact of proposed zoning ordinances or zoning ordinance text amendments on the cost to construct housing for sale or rent before adoption.

Makes changes to language regarding municipalities' authority to regulate land use, modifying the word "may" to establish that municipalities can adopt zoning regulations to conserve and promote public health, safety, and general welfare.

Renumbers existing subsections J and K to L and K respectively to accommodate the new housing cost consideration requirement.

Took effect upon approval by the Governor on May 11, 2021.
