Amends section 12-1809 to expand the definition of "harassment" to include any contact with a person who is the victim of a crime committed by the defendant, defined as conviction for a dangerous offense, serious offense, violent or aggravated felony, or any offense under specified chapters of title 13.

Modifies section 13-901 to require courts, when terminating probation early upon victim petition, to hold a hearing and determine whether to issue an injunction against harassment prohibiting the defendant from contacting the victim before probation termination.

Amends section 31-411.01 to authorize the board of executive clemency to prohibit prisoners released on parole or community supervision from contacting victims upon the victim's request and to inform victims of their ability to petition for an injunction against harassment under section 12-1809.
