Allows lessees to submit renewal applications for state land leases by mail or electronically, with the submission method not affecting the department's renewal decision.

Requires the State Land Department to notify lessees at least 90 days before lease expiration and enclose a renewal application with the notice.

Maintains the preferred renewal right for lessees who are bona fide Arizona residents or legally authorized to conduct business in the state, with renewals not to exceed 10 years at reappraised rental rates.

Directs the State Land Commissioner and Director of Water Resources to develop a plan for additional water storage facilities on state trust land, identify at least six potentially acceptable sites, and submit findings to the governor and legislature by December 31, 2021.

Repeals the water storage facilities planning requirement on December 31, 2023.
