Requires flood control districts in counties with populations of 1.5 million or more to appoint a citizens' flood control advisory board with six members instead of seven.

Changes advisory board composition so each member of the district's board of directors appoints one resident taxpayer and qualified elector, with at least three from cities and at least one from the largest city in the district.

Prohibits appointed advisory board members from being city or town employees, and makes the chief engineer or manager of major irrigation or agricultural improvement districts a nonvoting advisory member.

Requires the advisory board in large counties to meet at least quarterly, have access to budget information, and meet publicly with the board of directors at least annually to provide recommendations.

Allows flood control districts in counties with populations under 1.5 million to optionally appoint a seven-member advisory board with different composition requirements and without the mandatory quarterly meeting requirement.
