Requires the Arizona Department of Corrections and county jails to provide voter registration forms to eligible persons upon release from confinement and transmit completed forms to the county recorder within five days.

Mandates county recorders in counties with populations exceeding 300,000 to establish a voting center at the county jail for individuals temporarily in custody awaiting trial who are otherwise eligible to vote.

Requires county recorders to provide early ballot request forms to eligible voters in custody at county jails or the state Department of Corrections, and to provide early ballots upon receipt of completed requests.
