Requires courts to inform individuals convicted of felony offenses at sentencing that their voting rights are automatically restored upon discharge from probation or absolute discharge from imprisonment.

Establishes automatic restoration of voting rights on final discharge for individuals with prior felony convictions, without requiring them to file a separate application for voting rights restoration.

Clarifies that voting rights are automatically restored on final discharge regardless of whether other civil rights are restored, and regardless of victim restitution payment status.

Applies automatic voting rights restoration to individuals convicted in federal district courts upon completion of probation or absolute discharge from federal prison.

Amends Arizona Revised Statutes sections 13-607, 13-907, and 13-908 regarding civil rights restoration procedures.
