• Amends Arizona Revised Statutes sections 48-3701 and 48-3772 relating to multi-county water conservation districts' groundwater replenishment obligations and reserve requirements.

• Modifies the definition of "projected one hundred year replenishment obligation" to clarify it means the district's total projected annual groundwater replenishment obligation for each of the one hundred years following submission of the district plan of operation.

• Updates reserve target calculations to add together each active management area's projected replenishment obligation over the one hundred year period and subtract planned water sources to determine the reserve target amount.

• Allows the district to access excess Central Arizona Project water for replenishment reserve purposes in amounts equivalent to, but not exceeding, the access available to the Arizona Water Banking Authority.

• Makes technical corrections to statutory language regarding replenishment reserve provisions and water contract requirements for multi-county water conservation districts.
