• Expands eligibility for Arizona empowerment scholarship accounts to include children receiving federal Title I services for low-income students and children receiving free or reduced-price lunches under national school lunch programs.

• Adds public transportation services and transportation network services between a student's residence and qualified school as allowable uses of scholarship account funds.

• Allows scholarship account funds to cover health insurance-covered portions of educational therapy expenses for students with disabilities.

• Includes students in the classroom site fund weighted student count calculation and directs annual transfers from the classroom site fund to scholarship accounts equivalent to the per pupil amount multiplied by the student's weighted count.

• Establishes that ineligible expenditures that are repaid by account holders must be credited back to the scholarship account within 30 days (except in cases of fraud) and adds Arizona empowerment scholarship account disputes to the state board of education's administrative appeals jurisdiction.
