Appropriates $4,500,000 from the state general fund in fiscal year 2021-2022 to the University of Arizona for hypersonic technology research and development, with $3,500,000 for infrastructure upgrades and $1,000,000 for operational expenses and grants.

Appropriates an additional $1,000,000 from the state general fund in fiscal year 2022-2023 and each fiscal year thereafter to the University of Arizona for hypersonic technology operational expenses, research, grants, and system upgrades.

Exempts both appropriations from lapsing provisions under Arizona Revised Statutes section 35-190, allowing unspent funds to carry forward rather than revert to the general fund.
