Transfers operation of the state motor vehicle fleet from the Department of Administration to the Department of Transportation effective June 30, 2021.

Requires all state agencies (except those listed in the bill) to obtain motor vehicles through the Department of Transportation fleet and prohibits independent vehicle purchases unless excluded from participation.

Establishes two new funds: the State Motor Vehicle Fleet Operations Fund (for fleet operating costs) and the State Motor Vehicle Fleet Recapitalization Fund (for vehicle replacement), with agencies paying rates determined by the director.

Mandates consideration of neighborhood electric vehicles for new purchases and requires vehicles to meet EPA low-emission standards unless used for law enforcement, fire suppression, ambulances, motorcycles, or all-terrain vehicles.

Requires the Department of Transportation to develop a statewide alternative fuels plan in consultation with all agencies and mandates that excluded agencies (public safety, corrections, universities, etc.) develop substantially similar fuel economy and alternative fuel programs.
