Establishes the Arizona climate resiliency planning group with 22 members representing 16 interest areas including energy, agriculture, manufacturing, transportation, environmental organizations, Native American tribes, public health, and government agencies.

Appoints members through legislative leadership (5 each from speaker, senate president, and minority leaders in each chamber) and governor (2 members), with all 16 interest areas required to be represented.

Directs the group to inventory greenhouse gas emissions, review and revise the 2006 climate change action plan, and develop a state resiliency plan protecting human populations and economic systems from climate change risks.

Requires identification of measures to reduce greenhouse gas emissions to 50% below 2005 levels by 2030 and 90% below 2005 levels by 2050.

Mandates submission of findings and recommendations report by August 31, 2022, to the governor, legislature, and secretary of state; group is repealed March 31, 2023.
