Amends Arizona Revised Statutes section 33-1321 regarding security deposits in residential tenancies.

Removes the provision that allowed tenants' claims to be waived if not disputed within 60 days after an itemized deduction list is mailed by the landlord.

Clarifies that landlords must provide an itemized list of deductions within 14 days after tenancy termination, excluding weekends and legal holidays.

Allows tenants to recover wrongfully withheld deposits plus damages equal to twice the amount withheld if a landlord fails to comply with deduction procedures.
