Public service corporations and public power entities with at least 250,000 service connections in Arizona must develop and implement on-bill repayment programs for energy efficiency, renewable energy, distributed generation, energy storage, and demand response improvements.

On-bill repayment programs require express approval from the Arizona Corporation Commission, which will supervise program administration for compliance with approved terms.

Programs must include eligibility criteria for improvements, rules prohibiting unauthorized removal of improvements from rental properties, project inspection and verification services, and investment quality requirements for financing instruments.

Consumer protections for low-income residential customers must be included, such as preventing increased service terminations, maintaining bill neutrality, offering prepayment options, and establishing loan loss reserves.

Public power entities must adopt terms substantially equivalent to those approved by the Commission for public service corporations.
