Establishes a Study Committee on Educator Health Insurance Costs with nine members representing health insurance trusts, school districts, teachers, superintendents, school board members, and classified employees.

Directs the committee to examine costs associated with providing health insurance to school district employees and their dependents, and to review plans currently offered by Arizona school districts.

Requires the committee to recommend ways to provide high-quality, affordable health insurance to school district employees and dependents for both districts and employees.

Committee must submit a report with findings and recommendations to the governor, president of the senate, and speaker of the house by November 1, 2022, with a copy to the secretary of state.

The committee automatically dissolves on October 31, 2023.
