Allows a superior court judge, the Department of Corrections director, a prisoner, or a county attorney to file a motion requesting placement of a prisoner on community supervision during a declared public health emergency.

Permits the Department of Corrections director to independently authorize transfer of prisoners to community supervision during a public health emergency without court order.

Authorizes the governor to order placement of prisoners on community supervision during a public health emergency by executive order or on a case-by-case basis.

Requires consideration of prisoner age, health conditions that increase vulnerability during the emergency, public safety risk, and stable living situation when determining community supervision placement.

Mandates reduction of a prisoner's term of imprisonment by one day for each day served on community supervision, and requires the Board of Executive Clemency to determine within 90 days after emergency termination whether prisoners should remain released or be reincarcerated, with a presumption against reincarceration if the prisoner complied with conditions.
