Amends section 13-907 to automatically restore civil rights upon final discharge for persons convicted of a felony who have not previously been convicted of another felony, provided they are current on any court-ordered victim restitution payments.

Repeals section 13-908, eliminating the requirement for persons to file an application to restore civil rights.

Clarifies that automatic civil rights restoration does not apply to firearm possession rights, which must be restored separately through section 13-910.

Defines "final discharge" as completion of probation or receipt of an absolute discharge from the state department of corrections or federal bureau of prisons.

Specifies that persons convicted under section 16-1011 (election fraud crimes) shall not be automatically restored the right to vote.
