Prohibits state offices, agencies, political subdivisions, and local government entities from prohibiting or penalizing individuals who provide, receive, or consent to counsel, advice, guidance, or communication described as therapy or otherwise.

Prevents licensing or disciplinary bodies for professions from taking adverse action against individuals for speech or communication that is consistent with their conscience or religious belief.

Applies regardless of whether the communication is provided for a fee or provided free of charge.

Creates a new chapter in Arizona Revised Statutes Title 1 establishing general provisions related to practices by members of professions.
