Amends Arizona Revised Statutes section 15-431 regarding alternative election systems for school district governing board members.

School districts with at least 1,000 average daily membership and 25% minority enrollment may vote to implement alternative election systems, including dividing the district into single-member districts.

School districts with at least 25,000 average daily membership and 25% minority enrollment must vote to implement an alternative election system to elect governing board members.

Single-member districts must be established with populations as equal as practicable, following election precinct boundaries where feasible, and numbered by minority population percentage.

Districts may continue using alternative election systems even if enrollment or minority population percentages fall below the prescribed thresholds, or revert to at-large elections if thresholds drop.
