Transfers existing Section 9-499 to Section 9-1461 within a newly created Title 9, Chapter 14 (Property) of Arizona Revised Statutes.

Authorizes cities and towns to adopt ordinances establishing registration, inspection, and maintenance requirements for abandoned buildings in commercial zones that have been vacant for more than 150 days.

Requires ordinances to include owner registration information, property maintenance standards, building inspections, notice provisions, liability insurance requirements, and an appeal process allowing owners to challenge determinations in superior court within 30 days.

Permits cities and towns to charge fees for registration and inspections, with collected fees designated for public safety improvements, administration of the abandoned building program, and repairs or demolition of properties.

Defines "abandoned" as a vacant building meeting two or more conditions including trash accumulation, law enforcement reports of trespassing or vandalism within 150 days, structural deterioration, unsecured doors or windows, or written neighbor complaints.
