Modifies county board of supervisors membership structure based on population tiers: 3 members for counties under 175,000; 5 members for 175,000 to under 1 million; 7 members for 1 million to under 3 million; 9 members for 3 million or more.

Allows counties with populations between 100,000 and 175,000 to petition for a special election to change board size from three to five members or vice versa upon receipt of signatures from at least 10 percent of votes cast in the preceding presidential election.

Requires county boards of supervisors to redistrict into the appropriate number of supervisorial districts (3, 5, 7, or 9) within one month following release of United States decennial census data, with no more than 10 percent population difference between districts.

Updates references in statutes to reflect the new multi-tier board structure, including changes to supervisorial district numbering and board member qualifications.

Clarifies that county supervisors serving on regional public transportation authority boards are not subject to certain residency restrictions related to supervisorial districts.
