Amends Arizona Revised Statutes section 20-236 regarding civil penalties for insurers failing to respond to financial responsibility verification requests.

Requires insurers to respond in writing within 30 days to financial responsibility verification requests made pursuant to section 28-4143.

Imposes a civil penalty of up to $250 per violation on insurers that fail to respond, with an aggregate cap of $20,000 per six-month period.

Penalty is imposed by the Director of Insurance following a hearing after certification by the Department of Transportation.
