Prohibits early ballots received by mail from being processed or counted; only early ballots hand-delivered to designated voting locations are valid.

Requires early ballot instructions to state that ballots "may not be mailed but must be hand delivered" to the county recorder's office or polling places by 7:00 p.m. on election day.

Removes the county's obligation to provide return postage for early ballots and eliminates language allowing mail return of voted early ballots.

Applies prohibition to both regular early voting and special district mail ballot elections, requiring voters to hand-deliver all voted early ballots.

Specifies that early ballots must be delivered by hand to on-site early voting locations established by the county recorder or other election officer.
